L’educazione civica tra continuità e nuovi sviluppi nella prospettiva del costituzionalismo

Abstract [It]: Il contributo approfondisce il nesso strutturale tra educazione civica e costituzionalismo, allo scopo di esplorare il ruolo di questo insegnamento come strumento essenziale per la promozione di una cittadinanza consapevole. Fin dalle origini del costituzionalismo moderno, istruzione e formazione civica si intrecciano con l’obiettivo di promuovere la partecipazione democratica e la coesione sociale. L’educazione civica, oggi disciplinata dalla legge 20 agosto 2019, n. 92, si colloca al crocevia tra istanze costituzionali, sociali e culturali. La Costituzione del 1948, sin dal suo art. 2, fonda la convivenza civile sul riconoscimento e sulla tutela dei diritti inviolabili dell’uomo, ma, al contempo, richiama i «doveri inderogabili di solidarietà politica, economica e sociale». In questo intreccio di diritti e doveri si radica l’idea di un’educazione civica non riducibile a mero insegnamento nozionistico, bensì intesa come formazione alla cittadinanza democratica, alla responsabilità e al rispetto reciproco. L’articolo analizza le criticità attuative della normativa vigente, con particolare attenzione al crescente rilievo dell’educazione al rispetto. Quest’ultima, infatti, sebbene concepita come articolazione dell’educazione civica, sta assumendo sempre più una sua autonomia (Dir.M. n. 83/2023) alla quale occorre prestare attenzione.

Title: Civic Education Between Continuity and New Developments. A Constitutional Perspective

Abstract [En]: The paper explores the structural connection between civic education and constitutionalism, with the aim of examining the role of civic education as an essential tool for the development of an informed and conscious citizenship. Since the origins of modern constitutionalism, education and civic culture have been closely intertwined with the goal of promoting democratic participation and social cohesion. The theme of civic education, relaunched in Italy with Law no. 92 of August 20, 2019, stands at the crossroads of constitutional, social, and cultural imperatives. The 1948 Constitution, from its very Article 2, grounds civil coexistence on the recognition and protection of the inviolable rights of the person, while at the same time recalling the «inalienable duties of political, economic, and social solidarity». Within this interplay of rights and duties lies the idea of a civic education that cannot be reduced to mere theoretical instruction but must instead be understood as education for democratic citizenship, responsibility, and mutual respect. The article therefore aims to take stock of how these issues concretely emerge in practice, on the basis of the most recent regulations in the field, and to highlight the difficulties surrounding their didactic implementation, with particular attention also to the specific area of education for respect. Although this is a component of civic education, it is increasingly acquiring its own autonomy (Ministerial Directive No. 83/2023), which deserves careful consideration.
